Duration: The services are scheduled to begin in October 2026 with contract term up to 28 months. The expected completion date for the services is February 29, 2029. Advisors are expected to be available up to 40 hours/ week for the duration of the contract to support the above activities.
Location: Hybrid. The successful candidate must work from the Client Office in Vancouver (4 days per week) and one day remote. Workstation at project site, computer, email, cell phone and access to project files (as required to carried out services) will be provided.
Eligibility: Must be legally authorized to work in Canada without sponsorship.

About the Role
Role 1: Project Management Information System (PMIS) Support Specialist
Role Description:
The ideal candidate will have the ability to:
- Lead implementation, configuration and enhancement of Project Management Information System (PMIS)
- Collaborate with business stakeholders and technology partners to gather requirements, implement improvements, and support system integrations, upgrades, and releases.
- Ensure PMIS processes, workflows, reporting, and governance align with the organization’s Project Management Framework and standards.
- Provide user support, training, documentation, and change management to drive adoption and continuous improvement.
Role 2: Project Controls Support & Digitalization Support Specialist
Role Description:
The ideal candidate will have the ability to:
- Serve as a Power BI Specialist within the Project Controls Digitalization team, supporting the digital transformation of project controls for major PDE capital projects through the development, enhancement, and maintenance of data-driven reporting and analytics solutions.
- Publish insightful reports and dashboards that enhance project performance visibility, improve data quality, and support informed decision-making throughout the project lifecycle.
- Collaborate with Project Controls Discipline Leads, Project Managers, and IT teams to deliver interactive and standardized reporting solutions.
Role 3: Cost Estimation Consultant. 2 positions
Role Description:
- Provide cost estimating services and subject matter expertise including review and validation of contractor estimates, quotations and pricing submissions, change order and claims evaluations, cost impact assessments, estimate assurance, benchmarking, forecasting support, peer reviews, risk-related cost assessments, cost reconciliations, and support for project budgeting and commercial decision-making.
Role 4: Document Control Consultant. 2 positions
Role Description:
- Provide document and information management expertise and resources to support the development, implementation, administration, and continual improvement of document control, records management, and information governance processes throughout the project lifecycle.
- Provide document control, records management, document retrieval, transmittal management, workflow administration, information management, records retention, archiving, and related support services to ensure project information is accessible, accurate, traceable, and maintained in accordance with project and organizational requirements.
- Provide historical records research, document retrieval, records consolidation, archiving, information governance, and records management support.
Role 5: Project Cost Control Consultant, 2 positions
Role Description:
- Provide cost control services including budget management, cost tracking, commitment management, accrual management, forecasting, cash flow management, change management support, cost reporting, cost assurance, and cost performance analysis.
- Provide cost control resources and subject matter expertise at junior, intermediate, senior, lead, and advisory levels to support invoice review and validation, commitment management, payment processing, accruals, forecasting, cash flow management, financial analysis, reporting, and cost assurance activities.
- Provide quantity surveying services and subject matter expertise including quantity verification, field quantity validation, quantity reconciliation, progress measurement support, productivity assessments, invoice review support, commercial evaluations, change order assessments, and quantity-based performance analysis.
Role 6: Planning and Scheduling Consultant, 2 positions
Role Description:
- Provide planning and scheduling services and subject matter expertise including integrated master schedule development and maintenance, schedule review and validation, progress assessment, schedule performance analysis and reporting, critical path analysis, schedule risk assessments, delay analysis, Time Impact Assessment (TIA) reviews, schedule assurance, recovery planning, project re-baselining, and strategic scheduling advisory services.
Role 7: Risk Management Consultant, 2 positions
Role Description:
- Provide risk management services, including the development and maintenance of Risk Management Plans (RMPs), risk governance frameworks, and supporting processes for project delivery.
- Perform risk management activities, including risk identification, coordination, qualitative and quantitative risk analysis, risk assessment, mitigation planning, monitoring, control, and ongoing maintenance of project risk registers.
- Prepare and maintain risk-related reports, dashboards, analyses, and performance metrics to support project governance, decision-making, and monthly project reporting.
Role 8: Project Controls Team Support, 2 positions
Role Description:
- Provide temporary, term, or specialized Project Controls resources at junior, intermediate, senior, lead, and advisory levels to support project delivery, governance, reporting, administration, assurance, and continuous improvement initiatives.
- Provide commercial management, contract administration, and commercial advisory services including procurement support, contract governance, contract
- administration, commercial evaluations, contract negotiations, amendment and change order management, claims and dispute resolution support, invoice and contractual compliance reviews, commitment and obligation tracking, reporting, and contract closeout activities.
Role 9: Project Controls Review and Assurance Consultant, 2 positions
Role Description:
- Support project and program teams in applying and maintaining project controls processes, procedures, and best practices to ensure effective planning, monitoring, reporting, and project delivery.
- Conduct peer reviews and project reviews to assess compliance with project controls requirements, identify improvement opportunities, and promote consistency across projects.
Role 10: Field Validation and Quantity Surveyor, 2 positions
Role Description:
- Provide independent field-informed validation of construction quantities and hours, site claims, contractor-reported physical progress and productivity to support invoice reviews, change management and overall commercial governance.
- Deliver data driven insights to enhance construction reporting, forecasting and decision-making.
